Rear license plate bracket for 1967.

Is there a top bracket that bolts on? Can someone post a pic if there is so I can make one. Thanks

They're tack welded on.

I just thought that since the upper threaded holes don’t match up to the holes in the license plate that there was another bar on top.

I see. Nope, that's all there is. Maybe there is something for other countries with different size license plates? I don't recall seeing anything. The drilled holes line up with the license plate hole perfectly though.
