I've used Dupli-Color Rust Fix quite a bit, if I remember correctly the instructions say wait 24 hours then paint over it. Mainly I use this for smaller parts or parts that the rust can't be easily removed by grit blasting, etc. Have not had any issue with the paint when topcoating over Rust Fix.

I have painted directly over Rustoleum Rust Reformer, as well as Eastwood's Rust Converter... Both are great products and paint bonds very well to them.

Harbor Freight also sells a spray can rust converter product that says on the label that it is paintable, but my experience with this product is that it does better if you spray it on and let it dry, then do a light sand, followed by a primer.
For a single step, combination rust treatment and primer, I still think Rustoleum's rust reformer is the best one out there... JMHO
